I went back into 2014, re-saved the needed file into Drive C and can now open it in 2016 but just wondering why?

Do I need to edit the settings? As far as I can see, the settings are the same I had them in 2014.

In 2014, I could open a.qbb file that was stored anywhere on my computer, including in my documents file, which is how I like to save them with all my other clients info. Anyone have any insight on this?

USB, first, might be a Windows 10 issue; the USB and Printer Drivers are one of the current failures for moving to W10.
